Dr Halim Hamid Redwi, Professor, Chemical Engineering Department, King Fahd University of Petroleum and Minerals (KFUPM) shares with us his views on the Middle East refining and petrochemicals industry and how international supply and demand factors will affect these industries.

  1. Why does the Middle East provide a compelling value proposition for new investments in refining?

The strategic location, secured supply of crude oil and the attractive business/investment policies have made the oil producing countries in the Middle East a global hub for new refineries. The main idea of building grass-root integrated refineries is to produce fuels and chemical feedstocks to serve both the local market and export to Asia. Our countries have a huge domestic demand for refined products because of the flourishing industry and rising population, which serves as an effective edge against fluctuations in refined products exports. Another factor is the expected closure of a number of refineries in the US and Europe by 2020 because of the flat demand for fuels and slower growth in these regions will add attractiveness in building new refineries in the Middle East.

  1. How will the increased extraction of shale gas in the US affect global demand for fuels and petrochemical feedstock?

The relatively cheap shale energy resources in the US and soon in Argentina and China are driving resurgence for the petrochemical industry, mainly NGL based derivatives. Low price ethane in the US is changing the profitability landscape for ethylene producers. Many giant petrochemical companies including SABIC have announced plans for ethylene crackers in the US to be built within the next 3-4 years. Recently Dow Chemical has announced plans to team up with oil company YPF in the first shale gas project in Argentina. These capacity additions will bring more supply than the domestic market demands, so there will be significant quantities of ethylene derivatives for export, mainly to Asia. However, shale gas will not influence the market for liquid transportation fuels because shale will mainly replace a lot of coal burning for clean power production in the US.

  1. With so many new projects coming on line in the next 3-5 years, how will global producers deal with oversupply of product?

The global petrochemical industry is of cyclic nature and is considered a differentiated commodity business. The global demand for petrochemicals reflects a mixed demand growth environment- rapid expansion in developing regions and slower growth in developed regions. After contracting considerably in 2008, global petrochemical demand is forecast to grow at more than 4%/yr. May be after 5 years, there will be a weak market for petrochemicals in some regions of the world. However, in the Middle East there will be a boom in demand of petrochemicals, especially plastics for building and construction sectors (example huge projects for housing units in Saudi Arabia and infrastructure preparation for hosting FIFA world cup in Qatar). Therefore, the industry is expecting to see a significant growth of engineering, procurement and construction opportunities in the coming years.

  1. How will the role of the Middle East develop as a global supplier?

The oil producing countries in the Middle East are already a major global supplier of refined and petrochemicals. However, to maintain this role for petrochemicals more feedstock supplies should be made available especially natural gas and NGL streams. Also the region has to re-focus the domestic chemical industry for producing other than lower olefins and polyolefins by looking at other value-added specialty chemicals.

  1. What technology advances are needed to enable the Middle East to become a global supplier?

The region is witnessing a shift in petrochemical feedstocks from gas to liquids, mainly naphtha. This will encourage refineries to integrate more with petrochemicals production to extract aromatics. Benzene and para-xylene will be produced along with fuels in refinery integrated projects at Satorp, PetroRabigh and Jazan in Saudi Arabia. So technology advances in aromatics based conversion and utilization processes to high-value products will be highly needed in these area.
